How is criminal record certificate obtained?

What is a police certificate?

A police certificate is a document from the police that shows whether you have any registered remarks in the criminal record. The certificate only contains information relevant to the purpose you are applying for, such as work with children, finance, or positions of trust.

The police certificate is sent only to you personally. It is not automatically shared with your employer or anyone else—you must upload it yourself in the portal.

What is a purpose confirmation?

To apply for a police certificate, the police require a purpose confirmation. This is a document in which the employer confirms why the certificate is necessary and which law or regulation it is based on.

  • Manymore fills out this confirmation for you
  • You will find it ready to download in the portal
  • You must upload it together with your application at politiet.no

When is it lawful to require a police certificate?

A police certificate can only be required if there is a valid legal basis in law or regulation. It is not permitted to request a certificate “just to be safe” or due to general concern.

The most common legal bases we use are:

  • Voluntary organisations: Police Register Regulations § 34-1, cf. Police Register Act § 39 first paragraph
  • Kindergarten and school: Education Act § 17-11, cf. Police Register Act § 39 first paragraph

Can I, as a customer, see the police certificate?

No. The police certificate itself is a personal document and is never shared directly with the employer or customer.

In the Manymore report, as a customer you will only see:

  • Whether the certificate has been delivered or not
  • Whether the certificate contains remarks

Manymore does not assess the contents of the certificate.

The employer is responsible for assessing whether any remark has significance for the employment or assignment.

What happens if the certificate contains remarks?

  • The report will show that there is a remark
  • The certificate itself is not automatically shown to the employer
  • Manymore does not assess the contents; the employer does

The employer decides whether the remark is relevant for the employment.
